 Joint Statement on Cooperation 

We, Union of the Comoros Minister of Foreign Affairs Dhoihir Dhoulkamal and United States Ambassador to Comoros Claire A. Pierangelo, affirm the bonds of friendship that exist between the United States of America and the Union of the Comoros and are committed to deepening our partnership in a wide range of areas.

We recognize that a strong partnership between the Union of the Comoros and the United States of America will advance our nations’ shared goals of regional and global peace, prosperity, security, and stability, and express hope that the two countries will work together to realize that vision.

We reaffirm our support for the UN Charter, with its enshrined concepts of self-determination, sovereignty, territorial integrity, and the peaceful settlement of disputes.  We reiterate our shared commitment to a rules-based international order that manages relations between states, prevents conflicts, and upholds the rights of all people.

Recognizing the regional and global threats posed by transnational crime — including inter alia terrorism, violent extremism, human trafficking and smuggling, illegal, unreported, and unregulated fishing, and narcotics and wildlife trafficking — we intend to deepen our nations’ law enforcement and security cooperation, including in the maritime domain.

We endeavor to build a partnership underpinned by shared interests, to promote tolerance and gender equality and women’s empowerment, strengthen democratic institutions and processes that support free and fair elections, and protect human rights and fundamental freedoms, including the rights to freedoms of expression, peaceful assembly, and religion or belief.

We endeavor to enhance economic relations and to support the development of renewable energy to combat climate change, the sustainable management of natural resources, and the deployment of technology and capital for sustainable and inclusive development and the prosperity of all.

We endeavor to deepen and broaden government-to-government and people-to-people ties between the United States of America and the Union of Comoros, including through educational and cultural exchanges and English language training opportunities.

To advance these shared objectives outlined in this communique and to provide direction to the bilateral relationship and ongoing and future cooperative activities, we intend to hold regular consultations at times mutually convenient to both countries.

Signed in duplicate on February 7, 2023, in Moroni, in the English and French languages, both texts being equally valid.
